In order to understand the fundamentals of working with this dataset, the user should read and perform this tutorial from ESRI (pdf format.) It will answer all of your questions regarding resolution, projections and file conversions that will be encountered when using the dataset. Additionally, there are custom scripts needed to use this data in Arcview that are provided at this site.
